Can multiple recipients be set in the To and CC boxes? If so what is the separator character? Help text does not mention multiple recipients...

If you have not yet received an answer, I used a comma, space and was able to get the messages to go out through our smtp server. The lines looked as follows
To: %user1%, %user2%
Cc: %user3%, %user4%
